The oceans, which cover 70% of the earth's surface, provide us with a wide variety of gifts including natural resources and energy, and we would like to use the convention to reconsider issues such as natural disasters and environmental concerns from the standpoint of the oceans. We also hope that by holding OTO'18 we will gain new opportunities to reconsider the importance of constructing and coordinating an international network under the changing international circumstances of present-times.
